Ground Element (GE) Project Manager provides the programmatic,
technical and people leadership necessary to define, develop,
integrate, deliver, and operate complex cloud-based services
supporting complex mission management, mission control, and 3rd
party mission processing solutions. This person will help manage
and set organization objectives for all ground element sub-teams,
currently envisioned as SEIT, Mission Management, Mission
Processing, Command & Control, External Interfaces, and Operations.
Position provides effective and engaged leadership of a
multidisciplinary and geographically disperse team to ensure the
Integrated National Systems (INS) Business Unit delivers on our
ground element contractual commitments, provides the best OneNG
solutions possible, and advances NG's strategic objectives for a
first-of-its-kind operational system. Position reports functionally
to the director of Ground Enterprise Systems (GES), an INS
Operating Unit, who also serves as your Program Review Authority
for the INS ground element scope. To ensure full alignment on the
program's contractual priorities, the position reports
programmatically to the SSSD Program Manager and works with them
and other element project managers to achieve program
success.Potential locations for this position are Aurora CO,
Redondo Beach CA, Morrisville NC, and Baltimore MD.Key
responsibilities include:
- Manage the ground element's cost, schedule, and technical
performance across all program phases (e.g., conceptual design
through delivery and operations of fully integrated mission
management / control / processing and supporting services).
- Act as primary customer contact for the ground element and
provide ground leadership for program reviews with customer and/or
NG leadership to address cost, schedule, and technical
performance.
- Advance program and NG strategic objectives by building and
maintaining trusted relationships with customers and other
stakeholders and by engaging in internal and customer forums
related to the program's roles in the broader end-to-end
Enterprise.
- Support the program office and contracts organizations in the
preparation of proposals, business plans, proposal work statements,
specifications, operating budgets, and financial terms/conditions
of the contract. For changes affecting ground element scope, lead
these efforts and ensure appropriate GES/INS reviews and
sign-off.
- Ensure any scope changes for the ground element are fully
understood and impacts to cost, schedule and risk are addressed and
coordinated with appropriate stakeholders.
- Establish milestones, ground element product roadmaps, inter-
and intra-program dependencies, and ensure adherence to master
plans and schedules
- Ensure effective identification and management of issues, risks
and opportunities across all program elements. Drive issues to
closure and make informed, timely decisions based on competing
points of view, constraints, customer/stakeholder priorities and
company strategic objectives.
- Leverage NG's mission, architecture, and software development
expertise to implement forward-thinking solutions that conform to
customer constraints (e.g., required functionality, available
funding, capabilities of interfacing systems, etc.).
- Build and sustain an effective, engaged, and integrated team in
a complex, geographically disperse, partner-rich, and dynamic
environment.
- In partnership with GSC, identify, coordinate and direct
subcontractors and suppliers.
- Effectively coordinate and collaborate with INS functional and
profit & loss leadership to ensure required staffing, processes,
tools, training, infrastructure, etc. are provided to support
successful ground element project execution.
- As a senior leader, support color teams or other independent
reviews when requested (consistent with program commitments).
- Provide leadership support to program and OU engagement and
DE&I initiatives.Basic Qualifications:
- Bachelor's in STEM + 9 years of exp; Master's + 7 years of exp;
PhD + 4 years of exp
- 6 years of experience in program/project management with prior
experience in software development, integration, and test, and/or
system deployments supporting U.S. Government contracts and
customers
- TS/SCI clearance w/SSBI
- Demonstrated ability to create trusted customer
relationships
- Ability to lead complex and geographically disperse program
teams comprised of engineering, business, contracts, law, supply
chain, and mission/quality assurance
- Excellent interpersonal skills, a collaborative management
style, and an inherent drive to deliver on commitmentsPreferred
Qualifications:
- BS or MS in EE/CS/CE
- Mission management, command, control and/or data processing
experience in defense industry
- Demonstrated depth of experience in System Engineering and/or
Software Development
- Familiarity with Agile/Dev*Ops software development and
sustainment in virtual and cloud environments
- Knowledge and familiarity with the program's customer and
business area
- Demonstrated conflict management, personnel management, and
negotiation skills
- Proven ability to effectively work across multiple
organizations to form teams, gain internal support, act with speed,
and make tough decisions Salary Range: $155,400 USD - $256,400 USD
Employees may be eligible for a discretionary bonus in addition to
base pay. Annual bonuses are designed to reward individual
contributions as well as allow employees to share in company
results. Employees in Vice President or Director positions may be
eligible for Long Term Incentives. In addition, Northrop Grumman
